Most of my sailing experience comes from Devon, and have only been to the Peak District and Lake District a couple of times for sailing. That said, you might find this site useful:

There are quite a few sailing clubs there, listed by location. I've found that the best thing to do if you do want to go sailing is find a sailing club nearby and see what they offer. They'll know more about the area, what's available, which areas become dangerous after heavy rain and so on.
